House, designed by Alophus Came as a boarding house for spa visitors. This house, along with 13-15 and 21-23 Victoria Street, is one of the oldest on this street which was itself one of the first laid out as part of the planned development of the town. It is considered to be of townscape value by the Conservation Area Appraisal. {1}
